Congestion only occurs when individual drivers brake too hard in slow-moving traffic. This is then amplified by a ‘whiplash effect,’ which causes vehicles further behind to come to a complete stop. A congestion wave develops that extends backward at a speed of 15 km/h – these are the renowned ‘traffic jams out of thin air.’
